Is a cracked cap a repair or a warning sign?
A cracked cap is often a repair, but rust stains and spalling mean the steel inside is corroding. If the cap is also out of line, the crack is a symptom of a moving wall, and a patch will not last.
The cap is the concrete beam along the top of the wall. It ties the panels together and often holds the tie rods. Panels are the precast slabs, or sheet piles, that form the face.
Concrete near salt water tends to fail the same way. Salt reaches the steel inside, the steel rusts and swells, and the swelling cracks the concrete from within.
What does each kind of damage mean?
| What you see | Likely meaning | Usual next step |
|---|---|---|
Thin cracks across the cap, no stains | Shrinkage or small movement | Mark and photograph; check again in a few months |
A long crack along the cap with rust stains | Steel inside is corroding | An assessment of concrete cover and steel |
Spalling: chunks breaking off, steel showing | Corrosion is advanced | A proper spall repair, or a new cap section |
An open joint between panels | The joint seal or filter fabric has failed | Joint repair, plus a check for soil loss behind |
A gap or step between panels | A panel has moved or tilted | Check the toe and tiebacks first |
The cap pulling away from the yard or patio | The wall is leaning | Tieback and anchor check before any patch |
A crack where a dock or lift bolts on | Load at the connection | Repair the connection with the concrete |
Use the assessment guide to record what you see before anyone quotes a fix.
What are the repair options?
- Crack sealing: for stable hairline cracks, to keep water and salt out.
- Crack injection: epoxy is often used to bond structural cracks, while urethane grouts are mainly used to stop leaks. USACE grouting manual Ask which goal the injection serves.
- Spall repair: cut out loose concrete, clean or replace rusted steel, then rebuild with a mortar made for salt exposure.
- Cap replacement: remove a failed cap section and pour a new one, often with new steel. This is the usual fix when rust runs along the cap.
- Joint repair: clean and seal the joint, and replace filter fabric behind it if sand has been leaking.
- Panel replacement: replace a broken panel, or set a new face in front of the old one.
Patching over active rust is the most common short-lived repair. Ask how the bid treats the steel, not just the concrete.
Caps are not always concrete. On Destin’s 2019 Clement Taylor Park seawall bid, the low bidder priced a fiber-reinforced plastic cap at $53 per square foot. Destin bid unit prices That was one bidder on a public job before Isaias, but it shows caps are priced as their own line. Ask for the cap to be itemized in your bid too.
When is patching the wrong fix?
A patch treats the surface. It cannot fix a cause that sits behind or below the wall.
- The cap is bowed or out of line along its length.
- Cracks keep reopening after earlier repairs.
- Sinkholes are forming behind the cracked section.
- Panels have stepped or tilted.
- Rust staining runs along most of the wall.
Any of these points to the tiebacks, the toe or the whole wall. See tiebacks and anchors or bulkhead replacement.
Do I need a permit to repair my cap?
In Destin, plan on it. The Building Division requires a permit to construct, alter or repair bulkheads and seawalls. Destin permit rule The fee is $16.30 per $1,000 of construction cost, plus a $33 planning fee and a $77 processing fee. Work started before the permit is charged double. Destin Resolution 25-10
Mary Esther’s code says structural repairs may need a permit at the city’s discretion. Mary Esther LDC 11.05.02 Niceville says the new under-$7,500 exemption does not cover structural work or homes in a special flood hazard area. Niceville HB 803 guide

Should I raise the cap while I am at it?
It is worth asking. Daily tides in Choctawhatchee Bay move only about half a foot. NOAA tide datums Storm water is what tops most caps here. During Isaias, Old Pass Lagoon peaked at about 4 feet above mean higher high water. NWS Isaias water levels
Low walls fail first. In Hurricane Sally in 2020, a 2-foot seawall in Fort Walton Beach was breached. Water 2 to 3 feet deep covered part of Highway 98. NWS Sally report FEMA’s 1%-annual-chance stillwater on the Okaloosa bay and bayou transects runs about 6.8 to 9.5 feet NAVD 88, before waves. Okaloosa FIS 2021
- Ask the engineer for the current and proposed cap elevation in NAVD 88. NOAA datum guidance
- Ask how a higher cap meets the neighbors’ walls at each end.
- Ask whether a taller cap changes the load on old tiebacks.
- Check your flood zone on the Destin or Okaloosa Forerunner portal. Destin flood portal
Raising the wall can change the permit path, so raise it with the permit office early. The Okaloosa County guide and Destin Harbor guide add local detail.
What to ask before you sign
- Which cracks and joints are in the price? Ask for a marked plan.
- How will you treat rusted steel: clean, coat or replace?
- Which repair material will you use, and is it made for salt exposure?
- If you open the cap and find more damage, how is the extra work priced?
- Does the price include the permit and inspections?
- Is your license number on the bid? Florida law requires it on every bid and contract. s. 489.119
- In Destin, are you registered with the city? Destin Code 13-71
