Does insurance cover a seawall or bulkhead?
Flood insurance does not cover the wall. The NFIP excludes seawalls, bulkheads and docks. Homeowners coverage depends on your policy form. Disaster aid for seawalls is narrow and needs a declared disaster.
The NFIP Dwelling Form lists seawalls, retaining walls, bulkheads and docks as property it does not insure, and it excludes land too. SFIP Dwelling Form IV.12 FEMA's June 2025 claims manual keeps that exclusion. NFIP Claims Manual 2025
There is one narrow exception. Coverage may exist when a wall directly supports, and is part of, the insured building's foundation. FEMA recommends an engineering review directed by the insurer. SFIP Commentary Even the City of Destin met this wall: its property policy excluded the Clement Taylor Park seawall damaged in Hurricane Michael. Destin staff memo
Where each policy or program stands
| Policy or program | Seawall or bulkhead | What to ask |
|---|---|---|
NFIP flood (Dwelling Form) | Excluded, except a wall integral to the foundation | Is any part of my wall part of the house foundation? |
Private flood | Depends on the policy Florida OIR flood page | Is the wall listed as covered property, and for which causes? |
Homeowners (HO-3) | Depends on the other-structures wording and exclusions Florida OIR homeowners page | Does "other structures" include this wall? Which causes are excluded? |
Condo association NFIP policy | Excluded RCBAP exclusion | Does the association carry separate coverage for the wall? |
Unit owner (HO-6) loss assessment | Only for perils the HO-6 covers DFS toolkit | Does my HO-6 exclude flood? |
My Safe Florida Home | Not eligible. Grants fund roofs and openings. Section 215.5586 | Nothing for seawalls. |
FEMA household aid | Not listed. Docks only as the sole access. FEMA IAPPG FEMA IAPPG | Was a major declaration with Individual Assistance issued? |
SBA disaster loan | Mitigation money can include seawalls SBA fact sheet | Is this my primary home, and was the loan approved? |
Florida's PACE statute also lists seawall repairs and replacements as qualifying improvements. Ask your county whether a PACE program operates there. Section 163.08
Homeowners and wind policies: read Coverage B and the deductible
Florida's consumer toolkit describes Coverage B as "Other Structures (like sheds and fences)." It does not say whether a seawall or dock fits. That depends on your policy form. DFS homeowners toolkit
The same toolkit explains the hurricane deductible. Only it applies in a hurricane, and it is cumulative for the calendar year. DFS advises filing a claim even when a loss is under the deductible, and keeping the receipts.
- Is the wall covered property under Coverage B, or excluded by name?
- Are flood, surge, wave wash, erosion and earth movement excluded?
- Is the other-structures limit large enough to matter for a wall?
- Does the policy pay to remove debris or stabilize the yard?
- Does ordinance-or-law coverage apply if code requires a different wall?
If wind and flood both caused damage and you have both policies, notify both insurers. Adjusters split the damage by cause. DFS post-storm guidance
Condo owners: the assessment trap
The state's own example is a seawall. An HO-6 must include at least $2,000 of loss-assessment coverage with a deductible of $250 or less. It pays only for perils the HO-6 covers. If your HO-6 excludes flood and the condo's seawall fails from rising water or waves, it will not pay your assessment. DFS homeowners toolkit
The association's NFIP policy also excludes seawalls and bulkheads. RCBAP exclusion State law ties unit-owner assessment coverage to a type of loss the unit policy covers. Section 627.714
- Ask the board for its latest reserve study and insurance schedule. Association policies are official records. Section 718.111
- Ask for the developer's turnover inspection report, which must cover seawalls. Chapter 718
- Ask whether the association carries any coverage for the wall outside its flood policy.
The numbers are large. DBPR counts 232 condo projects of eight or more units in Okaloosa, with 12,567 units, and 196 in Walton, with 9,083 units. DBPR county summary Our condo bulkhead guide covers board decisions.
Disaster aid after Isaias: what exists and what does not
Isaias first got emergency declaration EM-3655, which covered Public Assistance for governments only. On October 27, 2026, FEMA added major disaster DR-4955, with household aid in Okaloosa and Walton counties. The last day to apply to FEMA is December 26, 2026. OpenFEMA declarations SBA disaster loans are open in both counties until December 28, 2026. SBA Isaias fact sheet
| Program | What it can do for a bulkhead | Main limits |
|---|---|---|
FEMA Individuals and Households | Seawalls are not listed. A dock can count only if it is the only way to reach the home. | Needs a major declaration with Individual Assistance. It aims for safe and livable, not pre-storm condition. FEMA IAPPG FEMA IAPPG |
SBA disaster home loan | Repair loans up to $500,000 for real estate. Mitigation money can fund a seawall. | Mitigation is capped at 20% of verified damage and needs SBA approval. Secondary homes are not eligible. SBA physical damage loans SBA fact sheet |
My Safe Florida Home | Nothing. | Roof and opening upgrades only. Section 215.5586 |
History shows household aid is not automatic. Both counties got Individual Assistance for Ivan, Dennis and Sally. Michael, Ian and Helene brought Public Assistance only. OpenFEMA history
If the property is a second home, SBA says secondary homes and vacation properties are not eligible for its disaster loans.
Build the claim file
- Photos and video of the whole wall before any cleanup, then close-ups. NFIP damage guidance
- Samples of damaged material, where they are safe to keep.
- Earlier photos, surveys, permits and repair invoices that show the wall's condition before the storm.
- Receipts and before-and-after photos for any emergency work. DFS disaster guide
- A written assessment that separates what was seen from what is assumed.
- A dated log of every call and letter with the insurer.
Report the loss promptly. Ask the insurer what it needs to see before temporary repairs hide the damage. The storm guide has a full photo checklist.
Claim deadlines and appeals
| Step | Deadline | Note |
|---|---|---|
NFIP proof of loss | 60 days after the loss | Sent to your flood insurer. Extensions are not guaranteed. DFS flood overview NFIP Claims Handbook |
NFIP appeal to FEMA | 60 days from the date on the denial letter | An appeal does not extend the lawsuit deadline. FEMA appeals |
Lawsuit on an NFIP denial | One year from the first denial | Talk to a lawyer early. |
Homeowners and private flood | Set by your policy | Read the duties-after-loss section. |
For an October 9, 2026, flood loss, the 60-day proof-of-loss date is about December 8, 2026. We counted that date from the storm, so check for any FEMA extension for this event.
Where to get help in Florida
Start with your insurer's claim department, and ask for every decision in writing. If you are stuck, Florida's Department of Financial Services can help.
- Insurance Consumer Helpline: 1-877-693-5236. From out of state: (850) 413-3089. DFS contacts
- DFS Consumer Assistance Portal: DFS can ask the insurer for explanations and review compliance. It cannot value your claim or act as your adjuster or lawyer. DFS Get Insurance Help

Buying waterfront: check insurance before closing
- Ask for the seller's flood disclosure. Florida requires it, including past flood claims and FEMA aid. Section 689.302
- Check for the Coastal Barrier Resources (COBRA) area near Destin. Federally backed flood insurance is not available there. Okaloosa flood flyer
- Get written answers from your agent about the wall before you count on any coverage.
- Have the wall inspected on its own. Florida home inspectors are not required to inspect seawalls or docks. Rule 61-30.810
