Okaloosa County bulkhead permits.
Find who permits your lot.

By Destin BulkheadUpdated

Okaloosa County bulkhead permits come from either the county or a city building office, and the parcel decides which. This guide maps who permits where, which records to pull and the state and federal steps that follow.

Who issues a bulkhead permit in Okaloosa County?

The answer depends on the parcel, not the mailing address. Okaloosa County Growth Management is the building permit office for all unincorporated land and for the towns of Shalimar, Cinco Bayou and Laurel Hill. Other cities use their own building staff. County permitting guide, Oct. 2026

That split catches many owners. Kelly Plantation and Regatta Bay have Destin addresses, yet county GIS places them outside city limits. County city-limit and zoning layers Ocean City and Wright are census places, not towns, so they are county land too. 2024 Census Gazetteer

Look up the parcel before you call. A Destin, Fort Walton Beach or Shalimar mailing address does not tell you who permits the work. Find the parcel on the county map, then start with the office in the table. Each local area guide names its own office.

Okaloosa County area guides: who permits your shore

Each local guide names the permit office, the water and the rule that matters most for that shore.

Which towns and cities add a local approval first?

Several small governments add their own approval before the building permit. Skip it and the application stalls.

  • Shalimar. Get the Town of Shalimar permit before the county will take plans. Only some streets are in town, such as #2 Carl Brandt and the even-numbered addresses on Old Ferry Road. County permit guide for Shalimar County street list Contractors also buy a Town Contractor’s Tracking Certificate, $30 or $15 by half-year, cash or check only. Town contractor certificate
  • Cinco Bayou. The town wants its approval letter before plans go to the county. Cinco Bayou permits page For a new dock, or a rebuild of more than half of one, its code adds planning review and Town Council votes. It may also require an environmental benefit worth up to 25% of the project value. Town code 12.05.01
  • Mary Esther. The city’s marine code calls for City Council approval before and after the state and federal permits. It also asks for a “net positive environmental benefit” in the Sound equal to 25% of project value. Ask City Hall how both rules work today. Mary Esther LDC 11.05.02
  • Destin. No city permit issues until state and federal approvals are in hand, and a copy of the joint application goes in the city file. Destin LDC 11.05 Single-family docks moved to staff review in April 2026. Ordinance 26-13-LC
  • Valparaiso. Owners file their FDEP and Army Corps approvals with the city first. The building official then has 30 days to review before the city permit. Valparaiso Code 83-21

Fort Walton Beach decides dock and boat-structure permits at staff level, with no board hearing. FWB LDC Table 9.01.01 For the general sequence across agencies, see the bulkhead permit guide.

Okaloosa Island: leaseholder review comes before the county permit

Okaloosa Island adds a private review step. Single-family docks and seawalls are “minor projects” under county code. The Okaloosa Island Leaseholders Association Architectural Review Committee and county staff review them before a building permit issues. County LDC 3.01.04

The island’s 1955 covenants go further. They require written County Commission approval for any structure below the high-water line of Santa Rosa Sound, the Gulf or other waters. Where the code and the covenants conflict, the covenants control. Island covenants, Part G.5

  • Many island parcels began as county leases. A 1992 Board policy lets leases convert to title, and the covenants follow either way. Island Authority history
  • The county dock application lists Leaseholders Association approval as a required attachment for island docks. Covenants and dock application
  • Ask Growth Management early whether your scope also needs a Commission vote. That answer sets your schedule.

The Okaloosa Island bulkhead guide covers the sound side, the bay side and the Gulf beach.

How do you check an Okaloosa marine contractor?

Start with the county card. Anyone contracting in unincorporated Okaloosa County needs a current Competency Card from Growth Management. Keeping it takes workers’ comp, liability insurance, a business tax receipt and any required state license. County Competency Card rule

Okaloosa also lists “Marine contractor” as a local specialty license. Its scope covers seawalls, bulkheads, docks, piers, boat lifts, revetments and pile driving. County Code 6-274 and 6-312 Applicants need four years of construction experience, including one year of structural marine work, before the exams. Marine Contractor qualifications

Match the license to the whole job. A bulkhead replacement can include piles, a concrete cap, tiebacks and backfill. Ask which license covers each part, and ask county licensing staff to confirm the local marine category is still issued. The contractor check guide walks through the steps.

Complaints about a county-certified contractor go to the Construction Competency Board, which holds disciplinary hearings. Competency Board

Two record tips. The Clerk holds recorded documents, not building permits, so search both systems. In Destin, the owner name on the permit must match the Property Appraiser record. Fix a trust or LLC mismatch before you apply.

Flood maps and V zones: what they mean for a seawall

Okaloosa County and Destin both use the flood study dated March 9, 2021. Look up the zone, base flood elevation (BFE) and elevation certificates on the county’s Forerunner site. WebGIS questions go to (850) 651-7523. County flood map tools Destin flood study adoption

The zone matters for the wall itself. In V zones and Coastal A zones, county code allows bulkheads and seawalls only with a design professional’s analysis. It must show the wall will not divert floodwater or reflect waves onto nearby buildings. County LDC 3.06.16.G Destin’s version of the rule covers V zones. Destin LDC 11.04.17.G

  • Okaloosa Island V zone: buildings need their lowest structural member at or above 9.6 feet NAVD88, the national elevation datum. That is a building rule, not a wall height. County LDC 3.06.10.D
  • Destin homes: dwellings in flood zones must sit at base flood elevation plus 2 feet. Destin Sec. 6-47(C)
  • COBRA area near Destin: federally backed flood insurance is not sold there. Check the parcel before you count on a flood policy. County 2025 flood flyer

We found no county or Destin rule that sets a seawall cap height. The cap elevation comes from the engineer’s design and the state and federal permits. The seawall height guide explains how to compare elevations in the same datum.

What do Okaloosa bulkhead permit fees look like?

Most offices charge marine work by the value of the job. None of the schedules we read has a separate seawall line, so ask each office how it classifies a bulkhead.

Permit fee basis by office (2025-2026 schedules)
OfficeHow the fee is figuredExtras to ask about
Okaloosa County
Value table used for docks and boathouses; for example, $215 for the first $50,000 plus $3 per $1,000 up to $100,000
$70 base fee per permit; residential plan review is the greater of $25 or 20%
Destin
$16.30 per $1,000 of construction cost for docks, bulkheads and seawalls, plus a $33 planning fee
$77 processing fee; $250 residential marine application fee; work started early is charged double
Destin Harbor and its canals

What have public shoreline projects in Okaloosa cost?

Public projects are the only local shoreline costs on record. They are large, grant-funded jobs, not residential quotes. They do show what drives cost and time.

The federal permit set the pace. The Fort Walton Beach Landing had its state permit in May 2018 but waited until May 2022 for the Army Corps. The city blamed its over-estimate bid mainly on that wait.

The county calls its island living shoreline more cost-effective than traditional shoreline barriers. Compare both approaches in the living shoreline guide.

The state and federal layer: FDEP and the Army Corps

Nearly every bulkhead job at the water also needs a state and a federal answer. For single-family seawalls, riprap and docks, the Florida Department of Environmental Protection (FDEP) does the state review, not the water management district. DEP-NWFWMD operating agreement

A state permit does not replace the federal one. USACE guidance File both early. In 2026 Fort Walton Beach dropped a boat launch from a $3.1 million park contract because the Corps permit had not arrived. FWB staff report, March 2026

Gulf-front lots follow the Coastal Construction Control Line

On the Gulf, a seawall is “coastal armoring” under the Coastal Construction Control Line (CCCL). The CCCL is a state permit line along the beach, not a setback. Okaloosa’s line dates from 1992 and runs from Okaloosa Island east to the Walton County line, broken by Eglin Air Force Base. Rule 62B-26.003

County code requires the FDEP CCCL permit with the site plan for work seaward of the line, and sends those applications to the County Commission. County LDC 6.02.01(10) Florida’s armoring rule took a new effective date on July 7, 2026, so older summaries are out of date. Rule 62B-33.0051

  • FDEP lists 6.5 miles of critically eroded Gulf beach in Okaloosa County. DEP critically eroded beaches, June 2026
  • That total includes 2.8 miles on Okaloosa Island, 1.6 miles in west Destin and 2.1 miles in east Destin.
  • Another 0.8 mile of inlet shoreline at Norriego Point is also listed.

The Gulf-front Destin and Crystal Beach guide walks through the armoring permit.

After Hurricane Isaias: rebuild deadlines to know

Hurricane Isaias made landfall near Destin on Oct. 9, 2026, as a Category 2 storm. The National Weather Service’s preliminary report lists a peak of about 4 feet at the Old Pass Lagoon gauge. That is measured above mean higher high water, the average daily high tide. NWS preliminary Isaias report

Several local codes give a rebuild window that starts on the day of the damage. Miss it, and today’s size limits apply to the rebuild.
