Bulkhead Maintenance in Destin: Yearly & Post-Storm Checks

A Destin bulkhead takes more strain from rain and storms than from tide. Keep dated records, check after heavy weather and know what local codes expect of owners.

Keep useful records before the next decision.

Regular checks can catch changes in the top of the wall, joints, drainage and nearby ground. Keeping dated photos and reports helps a professional spot problems and plan repairs.

From safe ground, note new holes, movement or damage and keep earlier reports. Do not clear drains, excavate, drill or try structural repairs yourself. Ask a professional which tasks are appropriate for your wall.

Bulkhead care planning

Request plan details

  • Professional condition review and dated photos

Let’s discuss your wall

A simple place to start.

Ask what is included, what it costs and when it can be arranged.

From a request to a written plan

  • Tell us your community, how to reach you and anything you already know about the wall.
  • Discuss the wall’s condition, your priorities and the right next steps.
  • Agree on what will be checked, property access, written findings, follow-up and any extra costs.
  • Keep dated photos, reports, repairs and permit records together; ask when the next check should happen.

Know when to act sooner.

If the wall is moving or the ground is opening, keep people away and get prompt professional help. Those changes need attention sooner than a routine maintenance visit.

The City of Holmes Beach seawall manual gives general examples of wear, drainage and maintenance. The property’s local rules and approved design govern the work.

Common questions

How do I get started?

Tell us about your wall and the care you need. Discuss the options, schedule and price before you choose a plan.

How often should the wall be checked?

The right schedule depends on the wall’s age, condition and exposure. Ask the person assessing it to recommend when it should be checked again.

Are repairs included?

Ask which maintenance tasks and repairs are included in the plan and which would cost extra.

Is storm damage covered?

Ask whether the plan includes a post-storm check. Repairs and insurance claims are separate, so check your agreement and insurance policy for the details.

Will I receive a condition report?

Tell us if you need a written report. Ask for dated photos, the areas checked, any areas that could not be inspected and recommended next steps.

Can I use this for several properties?

Yes. Tell us which properties need care and who owns them. Discuss the checks and access needed at each location.

Why heavy rain matters as much as tide here

The daily tide in the bay and bayous moves only about half a foot. NOAA Rocky Bayou station NOAA Hogtown Bayou station So rain and runoff deserve as much attention as the tide.

Hurricane Isaias dropped nearly 12 inches at a gauge near Mary Esther, with 5 to 8 inches across a wide area. NWS Isaias rainfall Drains and filter fabric, a cloth that lets water out but keeps sand in, relieve water pressure behind a wall and hold the soil. Coastal drainage guidance

  • After heavy rain, look for new low spots behind the cap.
  • Check weep holes for sand washing out.
  • Note where roof and yard runoff hits the wall.

For problems you find, the soil loss and drainage guide explains the usual fixes.

Local codes expect upkeep

Several local codes put upkeep in writing.

  • Mary Esther: seawalls, piers and docks must be kept structurally sound and uniform in appearance. Mary Esther LDC 11.05.01
  • Valparaiso: a dock or pier more than 35% deteriorated must be repaired, and the city notifies owners by registered letter. Valparaiso Code Sec. 83-8
  • Cinco Bayou: a dock with more than 35% of its materials deteriorated must be repaired. Cinco Bayou LDC 12.05.00
  • Fort Walton Beach: boathouses, docks, piers and seawalls must be kept safe and clean. FWB LDC 5.01.15
  • Destin: owners must tell the city when 50% of a dock’s or seawall’s replacement value is destroyed. Destin LDC 11.05.08

Board-for-board deck repair needs no permit in Mary Esther or Cinco Bayou. Pile, stringer, wall panel and cap work is not deck work, so ask about a permit. Mary Esther LDC 7.12.02 Cinco Bayou LDC 12.05.06

A dated checklist for after the next storm

  1. Stay off the cap and away from sinkholes until the wall is checked.
  2. Photograph and video the damage before cleanup, and keep damaged parts if it is safe. NFIP documentation guidance
  3. If you have wind and flood damage and both policies, notify both insurers. Florida DFS guidance
  4. Keep receipts and before-and-after photos for any emergency repair. Florida DFS guidance
  5. Ask the permit office about storm rules. Destin’s 60-day dock exemption after Isaias did not mention seawalls. Destin storm exemption
  6. Write down the date of damage. Destin’s six-month window to apply for a dock rebuild permit runs from it. Destin LDC 11.05.10

Add the storm, the date and the findings to the wall’s record. The next buyer, insurer or engineer will ask for it. The storm guide covers the first days in more detail, and the insurance guide explains what a policy may cover.
