Crystal Beach and Gulf-front Destin seawall rules

Crystal Beach and Gulf-front Destin seawall rules come from the state's Coastal Construction Control Line, not the bay permit path. Destin bans Gulf-front armoring unless FDEP has issued a permit.

Crystal Beach sits inside Destin city limits on the Gulf, east of Henderson Beach State Park and its dunes up to 30 feet high. On this shore a seawall counts as coastal armoring under the state Coastal Construction Control Line. Destin bans armoring in its Gulf shoreline zone unless FDEP has issued a permit. FDEP lists 2.1 miles of east Destin beach as critically eroded.

What to check on a Gulf-front wall or dune

On the Gulf, start with the dune and the house foundation, not just the wall. FDEP judges armoring by its effect on the beach and dune, neighbors, native plants and sea turtles. County CCCL layer notes

  • A scarp (a steep cut face) in the dune, and how close it now sits to the foundation.
  • Exposed piles or slab edges after a storm.
  • Existing armoring: its type, its permit and its condition at the returns, the short wall ends that turn landward.
  • Walkovers and decks seaward of the house, which carry their own permit history.
  • Outdoor lights that can be seen from the beach.

Local records that shape the questions

  • FDEP may permit new armoring only for an eligible structure that is vulnerable to a 25-year storm, or to fill a gap of up to 250 feet between existing armoring. Rule 62B-33.0051
  • Since July 7, 2026, replacing or upgrading existing armoring no longer requires re-proving eligibility, as long as impacts are not significant. New designs need a 30-year design life. 2026 rule amendment
  • Repairs to a seawall are not exempt from the CCCL permit. s. 161.053(11)(a), F.S.
  • For new construction seaward of the line, Destin bars light fixtures visible from the beach and requires tinted glass in view of it. Construction lighting in nesting season must be kept to a minimum. Destin LDC 7.17.04
  • Okaloosa beaches had 61 loggerhead and 5 green turtle nests in 2025. FWC 2025 nesting totals
  • Henderson Beach is one of the critical habitat units for the Choctawhatchee beach mouse. 50 CFR 17.95

The storm damage guide covers what to record after a hurricane. For coverage questions, see the seawall insurance guide. Datum and height questions are in the seawall height guide.

What could the work cost?

Budget for the state process as well as construction. The FDEP application fee for new armoring starts at $3,000 for 100 feet, and a sealed survey, engineering and erosion modeling come on top. Before paying for a full design, ask whether any beach fill project is planned for your stretch.

These per-foot figures are 2019 City of Destin bids for a 325-foot public park seawall. They are not a residential quote or a 2026 market average; your written, itemized scope sets the real price.

A Gulf-front armoring checklist

Use these steps to learn whether armoring is even possible before paying for a full design.

  1. Locate the line

Okaloosa’s CCCL dates from 1992 and is tied to 1927 survey monuments. Ask a surveyor to show where your structures sit relative to it.

62B-26.003 Description of the Okaloosa County Coastal Construction Control Line

  2. Screen eligibility first

Find out when the house was built and under what permit. The rule’s eligible list turns partly on whether a DEP permit was issued on or after March 17, 1985.

62B-33.0051 Coastal Armoring and Related Structures (with definitions in 62B-33.002)

  3. Know the storm clock

After storm erosion, local emergency measures must go in within 30 days. Temporary walls come out within 60 days unless a complete permanent application is filed.

Guidance to Local Governments for Emergency Temporary Coastal Armoring and Other Emergency Measures Seaward of the Coastal Construction Control Line (March 2022) · 161.085 Rigid coastal armoring structures (The 2026 Florida Statutes)

  4. Keep a dune record

Photograph the dune and foundation now and after each storm. FDEP weighs dune impacts, and dated photos also help an insurance claim.

Crystal Beach & Gulf-front Destin project questions

Can I build a seawall in front of my Gulf-front home in Destin?

Only with an FDEP permit, and only in limited cases. The home must be eligible and vulnerable to a 25-year storm. If not, the wall must fill a gap of up to 250 feet between existing armoring. Destin’s code bans armoring in its Gulf shoreline zone without that state permit.

62B-33.0051 Coastal Armoring and Related Structures (with definitions in 62B-33.002) · Destin LDC Sec. 11.01.01 Gulf shoreline protection zone

What changed in the July 2026 armoring rule?

Rule 62B-33.0051 took a new effective date on July 7, 2026. Reconstruction, replacement and upgrades of existing armoring no longer have to re-prove eligibility and vulnerability, if impacts are not significant. New design criteria call for at least a 30-year design life and 30 years of sea level rise.

62B-33.0051 Coastal Armoring and Related Structures (current text, effective 7/7/2026) · Florida rule 62B-33.0051, amended July 7 2026

How much is the FDEP armoring application fee?

The state fee for new armoring is $3,000 for up to 100 feet, plus $500 for each additional 50 feet, with return walls counted. Minor reconstruction falls in a $500 category. Electronic filing takes 10 percent off. Engineering, survey, city permits and construction are separate costs.

What happened on the Gulf front during Hurricane Isaias?

Isaias made landfall near Destin on Oct. 9, 2026, as a Category 2 hurricane. The National Weather Service’s preliminary report notes surge flooding and beach erosion along the Okaloosa coast. Destin assigned one debris truck to Crystal Beach. We have not found an official damage count for Gulf-front walls.
