Joe's Bayou is a residential bayou in Destin, home to the city's public boat launch and the Mattie Kelly Nature Walk. Destin's code lists it as a protected zone, so no seawall may be placed in coastal marsh. A $12.2 million restoration plan for the launch area includes a living shoreline and saltmarsh. One city outfall there drains more than 200 lots, which makes stormwater part of most wall problems.

What to check on a Joe's Bayou bulkhead
Here, water from the land is often the bigger threat. Rain that runs through or under a wall carries fill out with it, leaving voids and sinkholes behind the cap. The city says one outfall at Mattie Kelly Park drains over 200 lots and needs a rebuilt settling basin. Destin funding request #2959
- Low spots, cracks or sinkholes in the yard behind the cap after heavy rain.
- Weep holes (drain openings in the wall) that are clogged, or that bleed sand.
- Torn or missing filter fabric, the cloth that lets water out but holds soil in.
- Downspouts or yard drains that empty right behind the wall.
- Marsh grass at the toe. Where it grows, new work may have to stay at least 5 feet upland of it.
Local records that shape the questions
- In Destin’s protected zones around Joe’s Bayou, seawalls cannot go in coastal marsh, and riprap cannot go on or within 5 feet of marsh plants. A private infill wall of 150 feet or less between two existing walls is the exception. Destin LDC 11.01.06.B
- The city’s 100-foot bay shoreline zone covers Joe’s Bayou. Inside it, bulkheads are allowed for redevelopment only, with riprap on the water side. Destin LDC 11.01.10
- The launch at 750 Beach Drive sits in evacuation Zone B and a Category 2 surge zone on county maps. County evacuation and surge layers
- Joe’s Bayou was one of three focal areas in a $2.8 million city stormwater grant that closed in 2021. NFWF grant summary
If soil is leaving from behind the wall, read the sinkhole and drainage guide first. For a wall near marsh, the living shoreline guide and riprap toe protection explain the options the code favors.
What could the work cost?
Price drainage repair as its own line, because a new wall fails the same way if water still runs behind it. Where marsh grows at the toe, ask bidders to price an upland retaining wall or a rock-and-plant edge next to any vertical wall option.
These per-foot figures are 2019 City of Destin bids for a 325-foot public park seawall. They are not a residential quote or a 2026 market average; your written, itemized scope sets the real price.

A Joe's Bayou drainage and marsh checklist
Use these steps to sort out water, marsh and permits before you choose a repair.
Map the drainage
Walk the yard during a hard rain and note where roof, street and yard water reaches the wall. Give that sketch to every bidder.
Photograph the toe
Take dated photos of any marsh grass along the wall. Planning will ask where it starts, since walls and rock must stay back from it.

Check the storm exemption dates
Destin’s storm exemption covers board-for-board repair of permitted docks for 60 days from Oct. 13, 2026. It does not mention seawalls, so call before treating wall work as exempt.
Follow the park project
The Joe’s Bayou Recreation Area project is listed as upcoming on the city’s October 2026 project board. Ask how launch access will change during construction.

Joe's Bayou project questions
Can I replace my seawall on Joe's Bayou?
Often, but not everywhere. Inside Destin’s 100-foot bay shoreline zone, bulkheads are allowed for redevelopment and need riprap on the water side. A seawall cannot be placed in coastal marsh. Where marsh grows, the fallback is an upland retaining wall at least 5 feet behind the marsh.
Destin LDC Sec. 11.01.10 Bay shoreline protection zone · Destin LDC Sec. 11.01.06 Development activities within protected environmentally sensitive zones
Will the Joe's Bayou park project change rules for my lot?
No. The 2018 draft plan put the recreation area work at $12,202,891. It covered ramp access, a fishing pier, trails, saltmarsh and a living shoreline at the park and nature walk. That is public land. It can show neighbors what a planted edge looks like, but private lots keep the same rules.
Do I need a permit to fix my dock after Hurricane Isaias?
For 60 days from Oct. 13, 2026, Destin waived permits for board-for-board repair of docks first built under a permit, in the same place and size. Other repairs may still need one. Seawalls are not mentioned, so call the Building Division at (850) 654-1119 before starting wall work.
Why does my yard sink behind the bulkhead?
Usually soil is washing out through a gap, a failed joint or torn filter fabric, and heavy runoff speeds it up. The city has flagged drainage on this bayou, citing an outfall at Mattie Kelly Park that serves over 200 lots. Find and fix the leak path before filling the hole.
