Get to know your waterfront

Choctaw Beach sits on the north shore of Choctawhatchee Bay along State Highway 20. The shoreline mixes private lots, the county's Choctaw Beach Park and Eglin Air Force Base land at Basin Bayou East. Many addresses say Freeport, but that does not mean city limits. The bay here is 4 to 6 miles wide, and the Basin Bayou tide range is under half a foot.

What does an open-bay shoreline need at Choctaw Beach?

Plan for waves. Choctaw Beach looks across a bay that is 4 to 6 miles wide and more than 30 miles long Choctawhatchee Bay geography. Wind has room to build waves, so ask the designer how the toe, the base of the wall or slope, will be protected from scour.

Walton County's rules point away from vertical walls here. The Comprehensive Plan says seawalls "may be allowed" in the 50-foot bay buffer, subject to the code, and encourages living shorelines and energy-absorbing options Walton Comp Plan C-1.4.3. The code itself is stricter: a new vertical bulkhead only as infill between two existing seawalls, 150 feet max Walton LDC 4.03.03.B.4.

Who owns the shore next to you?

  • Private lots follow the county bay buffer: no development within 50 feet except boardwalks, public access and the landward part of docks, and native clearing capped at 25% of the zone Walton LDC 4.03.03.B.
  • Choctaw Beach Park, 12481 State Highway 20 West, is a county park with boat and canoe access, open dawn to dusk Walton County Parks.
  • Basin Bayou East is an Eglin Reservation recreation area with a primitive boat ramp. Visitors 16 and older need an Eglin recreation permit Eglin AFB recreation rules.

A bulkhead that ends at a neighbor's open bank can scour around its end. If your lot borders Eglin land or an unprotected shore, confirm the line with a survey. Also ask for a return wall or a rock transition.

Flood zone and engineering checks

Is your lot in Zone V or a Coastal A Zone on the FEMA map? If so, Walton County allows bulkheads, seawalls and revetments only with analyses from registered design professionals. Those must show the structure will not divert floodwater or reflect waves onto nearby buildings Walton LDC 4.09.16.G.

Walton's plain-language description puts its Coastal Building Zone on the south side of the bay, where structural plans need an engineer's or architect's certification. The formal zone also follows flood and wind lines, so ask the Building Division whether your north-shore lot is inside it Walton Building Division.

Habitat in the open bay

  • The main bay is Gulf sturgeon critical habitat Unit 12. Basin Bayou and most other bayous are excluded at their mouths 50 CFR 226.214.
  • State oyster-shell planting on bay reefs from 1987 to 2009 was mostly on the eastern, Walton County side FWC oyster report.
  • CBA restored oyster reef and salt marsh on public submerged land next to Choctaw Beach NFWF project 1801.09.000454.

Compare riprap and revetments with living shorelines. If an existing seawall is leaning, start with tiebacks and anchors. For county-wide rules, see the Walton County guide.

What could the work cost?

Open-water exposure usually drives the size of the rock and the depth of the toe. Get each design from someone who has assessed your wave exposure. Price a revetment and a planted hybrid side by side. Add the flood-zone analysis if your lot is in Zone V or Coastal A, plus survey and permit fees.

Choctaw Beach shoreline planning steps

These steps sort out ownership, flood zone and rock limits before anyone prices a wall.

  1. Confirm jurisdiction and your neighbors

Check the tax bill: a Freeport address does not mean Freeport city limits. Then note whether each side of you is a private lot, county park land or Eglin land.

Planning (City of Freeport) · Eglin Air Force Base Outdoor Recreation, Hunting and Freshwater Fishing Regulations 2026-2027

  2. Look up the flood zone

If the FEMA map shows Zone V or Coastal A, plan for a design professional's analysis of floodwater and wave effects before the county permit.

Walton County LDC Sec. 4.09.16 Other Development (Floodplain Protection)

  3. Size rock to the state general permit

DEP's riprap general permit covers up to 100 feet of a single-family shoreline. The toe can reach no more than 10 feet past MHW. The rock or rubble must be clean, 1 to 3 feet across, with no rebar.

62-330.431 General Permit for Installation of Riprap

  4. Ask DEP about state-owned bottom

On state-owned bottom, a bulkhead reaching no more than 3 feet past MHW needs a letter of consent. So does riprap no more than 10 feet out. Larger structures need a lease or easement.

Choctaw Beach & Basin Bayou project questions

Can I build a seawall on the open bay at Choctaw Beach?

Only as a narrow exception. Walton County bans new vertical seawalls along the bay. The exception needs two things. Your lot sits between two properties with existing seawalls, and the new wall is 150 feet or less. Otherwise the county requires revetments, riprap, native plants or other structures that absorb wave energy.

Walton County LDC Chapter IV Resource Protection Standards, Sec. 4.03.03 (Municode, Supp. 70 Update 1)

Is Choctaw Beach part of the City of Freeport?

A Freeport mailing address, like the one for Choctaw Beach Park, does not place a lot in the city. The city says to check the tax bill for a City of Freeport line item. Parcels outside the city start with Walton County Planning at (850) 267-1955.

What if my lot borders Eglin land at Basin Bayou?

Basin Bayou East is an Eglin Reservation recreation area. Confirm the property line with a survey before you plan a wall return, rock or a dock near it. Do not assume you can stage equipment on that land; Eglin requires a recreation permit and photo ID for visitors 16 and older.

Eglin Air Force Base Outdoor Recreation, Hunting and Freshwater Fishing Regulations 2026-2027

Do I need an engineer for a revetment at Choctaw Beach?

If your lot is in FEMA Zone V or a Coastal A Zone, yes in practice. Walton County permits bulkheads, seawalls and revetments there only with analyses by qualified registered design professionals. Those analyses must show the structure will not divert floodwater or reflect waves onto nearby buildings.
