What to check on a Mary Esther seawall after Isaias

Write down the date your bulkhead (seawall) or dock was damaged. City code lets you rebuild a storm-damaged dock or marine facility at the same or smaller size, free of today's length and slip limits. The catch is timing: the permit application must be filed within six months of the damage Mary Esther LDC 11.05.10.

Isaias brought extreme rain here. The National Weather Service's preliminary report lists nearly 12 inches at a gauge just east of Mary Esther, the highest total in its area NWS preliminary Isaias report. Water-soaked fill pushes harder on a wall and can wash out through open joints. Our page on soil loss behind a bulkhead shows what to look for.

Walk the wall at low water

  • The toe. With close to a foot of normal tide, low water is the best time to see the toe, where the wall enters the sand. Look for gaps, scour holes and lean.
  • The cap and panels. Note cracks, rust stains and open joints in the cap (the concrete top beam) and the panels below it. See cap and panel repair.
  • Turtlegrass beds. Turtlegrass is the main seagrass in Santa Rosa Sound, and about one-fourth of the sound's beds show prop scars FWC seagrass report. Seagrass near the wall can limit riprap (loose rock at the toe) and dock choices.
  • Dock size and lights. A pier may reach 20 percent of the sound's width or 200 feet, whichever is less. Lots under 50 feet of waterfront get no individual dock, and docks 100 feet or longer need a dusk-to-dawn light Mary Esther LDC 11.05.01.
  • Registration. Owners must register existing docks, seawalls and bulkheads with the city, and tell the city when one is destroyed to half its replacement value Mary Esther LDC 11.05.08.

Photograph everything before debris pickup. The city asked residents to pile dock and construction debris apart from yard waste City of Mary Esther storm update. Our storm damage guide and insurance guide cover the claim side.

Ask City Hall early about the Net Positive Environmental Benefit. The code ties it to 25 percent of project valuation, delivered within Santa Rosa Sound Mary Esther LDC 11.05.02. Ask how it is valued and met before you set a budget.

What could the work cost?

The biggest unknown may be the environmental benefit tied to 25 percent of project value, so get the city's answer in writing before you sign. Mary Esther's own permit fees are based on valuation and were set below Fort Walton Beach's at every tier. Starting work before a permit doubles the fee.

Your Mary Esther storm-repair checklist

Use these four steps for any dock or seawall repair after the October storm. Keep a written log of dates, photos and calls.

  1. Record the damage before cleanup

Take photos and video before debris goes to the curb, and keep damaged samples where it is safe. Pile dock debris apart from yard waste, as the city asked.

  4. Watch two six-month clocks

Apply within six months of the damage to keep a rebuild's old dimensions. Once issued, a marine permit is valid for six months, so schedule the work before it lapses.

Mary Esther project questions

Does Okaloosa County still issue Mary Esther building permits?

No, not for new applications. Since August 24, 2026, all Mary Esther building permit applications go through the city's GovWell system, with plan review and inspections by E.P. Consultants. Permits issued before that date are being finished with the county under the old process. Older county permit guides for Mary Esther are out of date.

Building Services Update (News Flash, posted July 29, 2026)

Can I replace dock boards after the storm without a permit?

City code allows routine board-for-board or plank-for-plank repair that does not enlarge the dock. But the city's October 19 storm update says most repairs, including docks, need a permit. Piles, stringers and seawall panels are structural work. Call City Hall at (850) 243-3566 before you start.

What is Mary Esther's six-month rule for damaged docks?

If a storm, accident or wear damages an existing dock or marine facility, you may rebuild it to the same or smaller size. That holds even if it breaks today's length, piling, lot-width or slip limits. The application has to reach the city no later than six months after the damage. Confirm the start date with the city.

How is the Mary Esther permit fee figured?

By total valuation, under Resolution 26-09. A residential job of $10,000 or less pays the $95 minimum. From $10,001 to $75,000, it is $95 plus $5.25 per $1,000 over $10,000, plus plan review. State surcharges are added, and work started before a permit pays double.
