Destin Harbor and Holiday Isle bulkhead repair
Destin Harbor bulkhead repair runs on city rules, a harbor-only environmental charge and heavy boat traffic. Holiday Isle and Norriego Point sit inside Destin city limits, so the city permits the work.

Get to know your waterfront
Holiday Isle is a narrow spit inside Destin city limits with three different shorelines. Its Gulf side, home to Sandpiper Cove, is a rebuilt beach in a stretch FDEP lists as critically eroded. On the East Pass side, the new state park parcel is armored with seawalls. Norriego Point, at the tip, drew more than $13 million in restoration money. The harbor side is a busy working waterfront served by a 100-foot Army Corps channel that tens of thousands of boats use each year.

What to check on a harbor-front bulkhead
On the harbor, boats wear a wall down more than waves do. Look first at the toe (the base of the wall, where it meets the bottom) and at the joints between panels. The city describes its channel as crowded, with shallow spots that make larger boats struggle to turn. City of Destin funding request #2958
- Scour holes or missing rock at the toe, most often where boats turn, back into slips or idle.
- Gaps, rust stains or open joints between sheet piles, the interlocking panels that form the wall.
- Cracks or settling in the concrete cap, the beam that runs along the top.
- Sinkholes or soft ground behind the cap after high water, and weep holes (small drain openings) that leak fill.
- Damage at the corners where your wall meets a neighbor’s wall or the public boardwalk.
Local records that shape the questions
- Hurricane Isaias pushed water to a preliminary peak of about 4 feet above mean higher high water at the Old Pass Lagoon gauge on Oct. 9, 2026. NWS preliminary Isaias report The normal tide range at East Pass is only about 0.6 feet. NOAA station 8729511
- Destin requires existing docks, seawalls and bulkheads in its harbor and waterways to be registered with the city. Owners must report damage that destroys half of a structure’s replacement value. Destin LDC 11.05.08
- Harbor-front lots in the South Harbor Mixed Use district keep a 15-foot rear setback so the Harbor Boardwalk can be built. SHMU zoning factsheet
- FWC found the most heavily prop-scarred seagrass in the bay near Destin, just inside the inlet. Expect seagrass questions on any dock plan. FWC seagrass report
- The state bought about 4 acres on Holiday Isle in December 2025 for a county-run park. A 53-slip harbor-side marina there is only a concept and has not been approved. County Holiday Isle park page
Gulf-front condos such as Sandpiper Cove follow beach rules instead, covered in the Gulf-front Destin guide. For a harbor wall, start with a bulkhead assessment, then weigh cap and panel repair against full replacement.
What could the work cost?
Inside the harbor and its canals, settle the 25 percent environmental benefit question with the city before you compare bids. That charge can outweigh the permit fee many times over. Ask each bidder to price water-side access, toe protection and any dock or lift work tied to the wall as separate lines.
These per-foot figures are 2019 City of Destin bids for a 325-foot public park seawall. They are not a residential quote or a 2026 market average; your written, itemized scope sets the real price.

A harbor-front planning checklist
Work through these steps before you ask for bids on a harbor or Holiday Isle wall.
Confirm the city file
Holiday Isle is inside Destin, so the city holds the permit history. Search the MGO portal for past dock and seawall permits at your address.
Okaloosa County GIS: city limits · How Do I Submit A Permit Application? (Building Division brochure)
Check the harbor registry
Ask whether your wall and dock are on the city registry. Re-register after a sale, and report storm loss over half of a structure’s value.
Get the harbor charge answer in writing
Ask Planning whether the 25 percent charge applies to your exact scope. It must be paid before the building permit issues.

File state and federal together
Send FDEP and the Army Corps matching drawings at the same time. Destin will not issue its permit until both approvals are in hand.

Destin Harbor & Holiday Isle project questions
Is Holiday Isle in the City of Destin or the county?
Holiday Isle is inside Destin city limits. County GIS returns Destin for points on Gulf Shore Drive and at Norriego Point. That means the City of Destin Building Division issues your bulkhead or dock permit, not Okaloosa County. Confirm your exact parcel with the city before you apply.
What is the 25 percent harbor charge?
Destin charges a Net Positive Environmental Benefit equal to 25 percent of construction cost. It applies to marinas, docks, piers and similar work in the harbor and its adjacent canals. It is paid before the building permit issues. Bay and bayou frontage is outside that zone. Ask Planning whether a wall-only repair counts.
Destin LDC 11.05.02.N; also Resolution 25-10 fee schedule (324210/324220 and 341940)
How high did the harbor rise during Hurricane Isaias?
The National Weather Service’s preliminary report lists two gauge readings. The Old Pass Lagoon gauge read about 4 feet above mean higher high water, and East Pass read about 3.7 feet. These are single gauge readings, and the agency says the true peak may have been higher. Treat them as context, not a design number.
Can I rebuild a storm-damaged harbor dock at its old size?
Destin lets damaged docks be rebuilt at the same or smaller size, even if they no longer meet today’s length or slip limits. You must apply for the permit within six months of the damage. State and federal approvals still apply, and so does the harbor charge question.
