Get to know your waterfront
Fort Walton Beach fronts three kinds of water. Downtown faces Santa Rosa Sound, and Garniers Beach faces Choctawhatchee Bay. The Cinco Bayou edge runs along Yacht Club Drive. Normal tide on the sound here is only about half a foot, so wind, rain and storms move the water more than the moon does. The US 98 bridge in town is the line where two federal Gulf sturgeon habitat units meet. At the city's own Landing park, the state permit for a new seawall came in 2018, but the Army Corps permit took until 2022.

What to check on a Fort Walton Beach bulkhead
Start with the water in front of the wall. A bulkhead (seawall) on Santa Rosa Sound takes different waves than one on the open bay or a bayou. Ask the assessor to record which one you have. Then walk the wall at the lowest water you can and study the toe, where the wall meets the sound or bayou floor.
Checks that matter here
- Isaias rain and wind. The National Weather Service's preliminary report lists a gust of about 68 knots at the Fort Walton Beach marine station. It also lists about 11 inches of rain at a gauge less than 2 miles from the city NWS preliminary Isaias report. That much rain can wash fill out through gaps in a wall. Look for new low spots behind the cap, the concrete beam along the top, and read our guide to sinkholes behind a bulkhead.
- Where your yard drains. City code says docks and seawalls must not channel stormwater straight into the water FWB LDC 5.01.15. Note downspouts, pipes and weep holes (small drain openings in the wall) before design starts.
- Shoreline plants. Where a lot meets the water, the city requires natural shoreline vegetation to stay, or a planted buffer where none exists FWB LDC 4.08.05. Mark the plants a crew must work around.
- Seagrass offshore. FWC mapped one large, continuous seagrass bed at the west end of the bay, along the Intracoastal Waterway entrance to Santa Rosa Sound FWC seagrass report. Seagrass limits where riprap (loose rock at the toe) or a dock can go.
- Water quality before you wade in. On October 12, 2026, the city posted a health department advisory for Santa Rosa Sound and Choctawhatchee Bay near Highway 98 after sewer manhole releases. Check its status with DOH-Okaloosa at (850) 833-9247 City of Fort Walton Beach advisory.
- Bridge work nearby. FDOT began building two new bridges to replace the Brooks Bridge in August 2023, with completion estimated for summer 2027 at that time FDOT Brooks Bridge release. If you live close by, ask how a contractor will reach your wall.

What the city's own waterfront jobs show
The Landing has 700 feet of waterfront on Santa Rosa Sound City Landing page. In February 2023 the city awarded its Phase I waterfront work for $2,479,665. That price covered the seawall, boardwalk, pocket beach and a living shoreline, not the wall alone. The single bid came in well over the estimate, which staff blamed mainly on the long Army Corps permit wait FWB council staff report.
In March 2026 the city awarded about $3.1 million for Liza Jackson Park upgrades. The boat launch was dropped from that contract because the Corps permit had not arrived in time FWB council award.
Open the state and federal permit file early. On the city's own shoreline projects, federal review has been the long wait, not the city counter. See how bulkhead permits work.
What could the work cost?
Fort Walton Beach prices its building permit on the value of the work, so the fee grows with the contract. Ask each bidder to split the wall, cap, toe rock, dock tie-ins and permit work into separate lines. Build the federal permit wait into your timeline; on the Landing job, that wait helped push the only bid over the estimate.
These per-foot figures are 2019 City of Destin bids for a 325-foot public park seawall. They are not a residential quote or a 2026 market average; your written, itemized scope sets the real price.

Confirm the parcel is in the city
Your postal address can say Fort Walton Beach even outside city limits. Okaloosa County permits unincorporated land plus the towns of Cinco Bayou and Shalimar, while city parcels use the city's own staff.

Open the state and federal file first
City code requires new construction or repair of seawalls and docks to meet FDEP and Army Corps rules. File the joint application before the city permit; the Landing seawall's Corps permit arrived four years after its state permit.

Use the emergency rule correctly
If a wall fails over a weekend or holiday, emergency repairs can start before a permit. Apply on the first working day after to avoid the penalty fee. Stabilizing work does not waive state or federal permits.

Fort Walton Beach project questions
Does the city or Okaloosa County issue my seawall permit?
It depends on the parcel, not the mailing address. Inside Fort Walton Beach city limits, the city's Building & Inspections Division issues it; call (850) 833-9605. Unincorporated parcels, plus Cinco Bayou and Shalimar, go through Okaloosa County Growth Management instead. Check the parcel before you call either office.

Can I start an emergency bulkhead repair before I have a permit?
Yes, in a true emergency such as a weekend or holiday failure. City code waives the penalty if you apply on the first working day after the repair. The building official decides whether the emergency was valid. This covers stabilizing work only. State and federal rules for seawalls still apply.
Code of Ordinances, City of Fort Walton Beach (Municode, Supp. No. 18, codified through Ord. No. 2194, enacted January 27, 2026), Sec. 5.01.15
How long does a seawall permit take in Fort Walton Beach?
The city says most building permits are reviewed in about 5 business days, and up to 15. The state and federal side takes longer. The city's own Landing seawall had its state permit in 2018 and its Army Corps permit in 2022. In 2026, a park boat launch was cut from a contract while its Corps permit was pending.

How much is the city permit fee for a bulkhead?
There is no separate seawall fee. The city charges in tiers by the value of the work, counting labor, materials, site work and design. A plan check fee of 50 percent of the building fee and a $22.50 processing fee are added. Starting work without a permit costs three times the permit fee.
