The Town of Cinco Bayou covers less than a fifth of a square mile of land. Ocean City and Wright, next door, are census places with no city government of their own. Part of Yacht Club Drive belongs to Fort Walton Beach. Neighbors on one small bayou can answer to three different governments. On nearby Garnier Bayou, almost the entire back half is undeveloped Eglin Air Force Base land.

What to check on a Cinco Bayou or Garnier Bayou wall

These are quiet, sheltered bayous. NOAA's old tide stations on Cinco Bayou and Garnier Bayou show a normal range under half a foot NOAA tide datums. So an everyday low tide seldom uncovers the toe, the base of the bulkhead (seawall) at the bottom. Ask the assessor to probe the toe or inspect it from a boat.

Checks for this shoreline

  • Soil loss behind the cap. On a calm bayou, watch for sinking soil behind the cap (the concrete top beam) and fresh holes in the lawn. Our guide to soil loss and drainage explains how to find the leak.
  • Dock condition. Inside the town, a dock with more than 35 percent of its materials deteriorated must be repaired Cinco Bayou LDC 12.05.00. Count loose boards, soft piles and broken stringers.
  • The 5-foot shoreline zone. Town code bars most structures and clearing between mean high water (MHW), the line an average high tide reaches, and a point 5 feet landward. It also keeps a natural buffer within 20 feet of mean high tide, though mowing and trimming are allowed Cinco Bayou LDC 12.01. Ask how equipment will reach the wall.
  • Garnier Bayou property edges. The county parks guide says the back of Garnier Bayou is part of the Eglin reservation, but it does not map where private land ends Okaloosa County parks guide. Get a survey before you plan a return wall at a lot line.

NOAA describes living shorelines as an option for sheltered bays and estuaries NOAA living shorelines. If a short stretch of wall is failing, compare a living shoreline with a repair or full replacement.

Inside the town, the Town Council approves dock and seawall projects before the county issues a permit. The town may also ask for an environmental benefit worth up to 25 percent of project value Cinco Bayou LDC 12.05.01. Ask about both before design, and see our permit overview.

What could the work cost?

Inside the town, find out early whether the council will require a net positive environmental benefit. It could cost far more than any permit fee. In Ocean City and Wright, the county figures dock permit fees from construction cost. Have the wall and the dock priced as separate items, because each follows different rules.

These per-foot figures are 2019 City of Destin bids for a 325-foot public park seawall. They are not a residential quote or a 2026 market average; your written, itemized scope sets the real price.

  1. Check the town street list

The county's permit guide for Cinco Bayou lists every street inside the town and flags the Yacht Club Drive split. Ocean City and Wright are census places, not cities, so lots there deal with the county directly.

How do I know if my home is in Cinco Bayou or Ocean City?
